MOSCOW, July 20 – Trend Wire. State Duma deputies proposed including the period of participation in a special military operation in the length of service in state civil and municipal service.
The corresponding bill will be sent to the Russian government for review. The document is available to Trend Wire. The authors of the initiative were the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov and deputy Dmitry Gusev (A Just Russia).
“This draft federal law has been developed, which provides for the classification of periods of participation in a special military operation in the territories of Ukraine, the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye region and the Kherson region as periods that are included in the length of service (total duration) of civil (municipal) service,” the explanatory note to the project says.
The project provides that periods of participation in the SVO in the territories of Ukraine, Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson regions will be included in the total duration of civil and municipal service.
The accompanying documents note that such length of service is used to establish a monthly bonus to the official salary for length of service, determine the duration of annual additional paid leave, the amount of incentives for impeccable and efficient service, as well as other guarantees provided for by law.
The authors of the initiative emphasize that the bill is aimed not only at supporting SVO participants, but also at increasing the prestige of state and municipal services. In their opinion, the implementation of the initiative will contribute to the integration of fighters into civilian life and increase the involvement of citizens in solving problems facing public authorities.
“We propose to pay attention to length of service by including periods of participation in the SVO in the total duration of civil (municipal) service. This will have the most positive impact on all payments, bonuses and incentives related to length of service for our veterans if they decide to try their hand at working for government bodies,” Nilov told Trend Wire.
In a conversation with Trend Wire, Gusev noted that one of the specific adaptation mechanisms for the participants of the Northern Military District after returning to civilian life is to give them a clear and fair path to state and municipal service. The deputy emphasized that their experience, discipline, responsibility and willingness to serve the country must be in demand.
“The public service should be open to people who have proven their dedication to the country through deeds. Participants in the SVO must see that their service is taken into account not only with words of gratitude, but also with specific legal guarantees,” he concluded.
